Utilizing Oversize / Overweight Vehicle Permitting Data for Efficient and Proactive Transportation Planning

Abstract

State departments of transportation, motor vehicles, highway patrol or local governments issue oversize/overweight (os/ow) vehicle permits for commercial vehicle operators to move os/ow loads. Roadway maintenance & construction or bridge maintenance & construction can impact and limit the routes os/ow loads may travel. Road work on interstates may cause os/ow loads to travel on city or county roads. Road work may also cause os/ow loads to travel significant additional miles due to their weight, dimensions, avoiding bridges or underpasses. Industrial construction and data centers will require os/ow loads to travel specific routes including local roads. This presentation will present 2 examples of projects in Maryland that affected os/ow loads. The first example was an ongoing Roadway and Bridge maintenance at the major I-70 & I-68 interchange in Hagerstown, Maryland. The second example is a major hyperscale data center campus on over 300 acres at the intersection of 2 county roads, Mountville Road and Ballenger Creek Pike, in Frederick, Maryland. GIS data, os/ow permit counts, permit dimensions, permit load descriptions and maps of the areas will be shown. Data showing which city or county roads were impacted, examples of additional truck restrictions that were required for os/ow permit routing, methods to analyze the impact on roadways near the maintenance & construction before the projects would have started will all be demonstrated. By sharing, collaborating and analyzing Oversize / Overweight vehicle permitting data, impact caused by maintenance & construction can be mitigated with efficient and proactive transportation planning.
